See the billboard in the picture?  It started the Thomas v Bright challenge to Tennessee’s billboard rules.  The site is a vacant lot next to I-40 in Memphis Tennessee.  William Thomas tried to get a permit for a billboard on the site, was denied because of spacing restrictions and built the sign anyway.  In 2013, Thomas challenged Tennessee’s billboard rules when the state tried to take the billboard down.  Thomas won and now the Tennessee legislature is considering a billboard rule fix. 

Funny thing about the sign is that it’s parallel to the freeway which makes it less visible to traffic.  Why would you do that?
