Yuma Considers New Billboard Rules

City-of-YumaThe Yuma Sun reports that the city of Yuma, Arizona is considering a rewrite of billboard regulations to provide additional requirements regarding the number of signs, lighting, digital signs and replacement of non-conforming signs.   There are 165 off-premise signs within Yuma.  The signs are located in Light Industrial, Heavy Industrial and a General Commercial District.  In 2015 the city approved a zoning change which made all signs in the General Commercial District non-conforming.  You can download a city staff report together with the proposed zoning changes here. The proposed changes:

  • Limit off-premise signs to 2 faces.
  • Require off premise signs to be perpendicular to the roadway on which they are located.
  • Require all off-premise signs to be turned off between 12am and sunrise.
  • Limit digital billboard luminosity.
  • Permit replacement of a non-conforming Commercial District static billboard if the that the new billboard is smaller than the original billboard.
  • Permit the conversion of a non-conforming Commercial District static billboard to a digital billboard provided that two non-conforming billboards are removed.

The Yuma City Council will vote on the proposed changes on May 4.  Lamar Outdoor and Del Outdoor are in favor of the proposed changes.

Insider’s take: A 2 for 1 conversion for digital signs is reasonable.  Turning off all billboards at night seems extreme and is not the industry norm.  I wouldn’t be happy about this if owned a casino or a 24 your truck stop or restaurant and wanted to advertise.
