State Says Proposed Watertown Digital Signs Violate Highway Beautification Act

NNY360 and wwnytv.com report that Watertown NY and the State of New York are at odds over a plan to put two digital billboards on the Court Street Building in Watertown.  The State DOT says the sign will violate the Highway Beautification Act because the sign is along Black River Scenic byway and the Act controls signs there.   Local businessman Jake Johnson wants to replace two static billboards on his building at 104 Court St with digital billboards.  The State notified the city that the digital billboards violate the Highway Beautification Act. On January 6, 2020 the Council approved a 3 month digital sign moratorium in order to decide how to amend the sign code to address the issue of digital billboards.  Insider talked with Jake Johnson who is hopeful that the state’s objections can be overcome.

Insider’s take:  Lots to like about a digital sign at this location.  Local businesses would be able to reach consumers.  The board could be used to promote local events and to make public safety announcements.  Here’s hoping that an agreement can be worked out.
