Hurricane Damaged SC Billboards May Not Be Rebuilt

pawleys-island-logoCoastal Observer reports that three billboards on Highway 17 in Pawleys Island, South Carolina which were damaged by Hurricane Matthew may not be replaceable.  Non-conforming billboards with more than 70% damage have to be removed under a county ordinance passed last year for the Waccamaw Neck Commercial Corridor Overlay Zone.  In order to be rebuilt a billboard must:

  • Be on a vacant lot
  • Be no larger than 200 square feed
  • Not exceed 15 feet in height
  • Be at least 750 feet from a church or school
  • Be at least 1000 feet from another billboard.
  • Lamar owns at least one of the damaged board.

County officials stopped a crew attempting to replace one fallen billboard.

Insider’s take: It may make sense to consider insuring non-conforming boards for replacement or fair market value in an areas subject to storms and hurricanes.  Towns aren’t shy about using storm damage to insist that non-conforming signs must be removed.
