Colorado Senate Rejects Bill to Regulate Colorado State University Signs

Many universities and schools are exempt from local zoning codes when it comes to billboards.  SB26-038 would have required Colorado State University to comply with local government sign and noise ordinances.   The Rocky Mountain Collegian reports the bill was rejected unanimously by a Colorado Senate committee.  The chief financial officer from Colorado State made the point that income from the billboards is important to the school’s budget:”Revenue generated through the signage partnerships is directly invested in campus safety infrastructure, including safety enhancements…”. Failure of the bill protects the Colorado State University digital sign network which Street Media Group installed in December 2025.

Billboard Insider’s take:  Great news for Colorado State and Street Media.  Universities and schools in several states (e.g. California, Georgia, Colorado) are exempt from local sign codes.  The income they make from leasing billboards helps fund their budget without relying on taxpayers.  Local businesses get a chance to promote themselves.  The local out of home  company generates revenues and creates jobs.  Win, win, win.
