Billboard Industry Honors Missouri Leader Bill May

SPRINGFIELD, MO – The billboard industry praised William “Bill” May as an effective advocate and attorney, thanking him for longtime leadership of the Missouri Outdoor Advertising Association (MOAA).

At the end of 2019, May retired as executive director and general counsel of MOAA. Bill and his spouse Gail May were honored at an industry-sponsored dinner in Springfield on February 20.

“Recognized nationally for his trade association leadership, Bill is an effective advocate for property rights, new technology, and common-sense flexibility for our state to save time and money in carrying out its regulatory duties,” said Congressman Sam Graves (R-MO).

Graves, whose recent tribute to Bill May was published in the Congressional Record, said May’s advice was sought by officeholders and staff, regulators, landowners, and billboard companies. Graves, a former legislator in the Missouri General Assembly, is currently the top Republican on the US House Transportation & Infrastructure Committee.

May began his career at Pioneer Outdoor Advertising in Springfield; he led MOAA from 1988-2019.

In 2000, voters in Missouri rejected an anti-billboard ballot measure that would have damaged the industry. May was in the forefront of the effective opposition to defeat the proposal (“Proposition A”).
