Insider wrote yesterday that the FHWA has agreed to let Texas proceed with a proposal to test ads on traffic signs within the freeway right of way. The FHWA is sending mixed signals on the subject. The Democrat and Chronicle writes that the FWHA has repeatedly notified the Cuomo administration that 514 tourism promoting signs along New York freeways violate federal and state law concerning what can appear within the freeway right of way.
