New York’s Billboard Barge Conflict.

New York is the latest city to grapple with billboard barges.  The Brooklyn Daily Eagle reports that two city councilmembers have introduced a bill slapping Ballyhoo Media with a $100,000 fine for operating a 20′ by 60′ double sided digital billboard on New York waterways.  Mayor de Blasio announced yesterday that New York City sued Ballyhoo for creating a public nuisance and violating local zoning laws.    Ballyhoo charges $35,000-55,000 for a 30 second spot.

Insider’s take: For years out of home startups have been playing cat and mouse with cities over floating billboards.  It’s a complex issue because a floating billboard is not located on public property.

A floating billboard in Vancouver was regulated out of business in April 2016.   Seattle prohibited floating billboards alongside bridges over Lake Washington by claiming that city regulations remain effective half way across the lake.  Shore board operates a digital billboard barge along the Jersey shore.
