California Opens “Landscape Freeways” to Billboards

Governor Jerry Brown signed legislation that will allow billboards on “landscaped freeways” where billboards previously were banned.

The new law, signed on September 29, authorizes cities to relocate billboards outside of municipal boundaries onto landscaped freeways consistent with state DOT and federal rules. The height of billboards can be changed from an existing sign along with conversion of a static billboard to a changeable message sign, if permitted by the locality.

Further, the new legislation provides specifics on the definition of a landscaped freeway, adds a $500 fee for permitting such signs.  Landscaped freeways are unique to California.

The billboard industry in California supported the legislation (AB 3168), which was opposed by anti-billboard groups.  Legislative approval was unanimous.
