The City of Vancouver is trying to decide if it has the ability to regulate a digital billboard which has been deployed on a boat which cruises False Creek and English Bay in downtown Vancouver according to a story in Vancouver Sun.  Burke Billboards operates a 65 foot boat which carries a digital billboard which is 12′ by 40′.   The boat cruises a route from False Creek to English Bay in downtown Vancouver from 7am to 11pm 7 days a week

Insider’s take: Insider guesses that the city of Vancouver will change the sign code to prohibit floating billboards.  Seattle has prohibited floating billboards alongside bridges over Lake Washington by claiming that city regulations remain effective half way across the lake.  It’s a complex issue however, because a floating billboard is not located on public property.  See this 2001 article titled “Regulation Of Floating Billboards.”
