MASS DOT approves billboard despite Revere’s ban.

revere-logoRevere Journal reports that the MBTA has received approval from the Massachusetts DOT to install a new billboard on the side of the MBTA garage in Revere, Massachusetts, despite a billboard moratorium in the city.

In 2015 Cove Outdoor applied to put two 60 by 20 digital billboards on the garage.  Cove is headed by Edward O’Sullivan.  A 60′ by 20′ digital billboard was approved on the north side in July 2015.

Insider’s take: Many public agencies are exempt from local billboard rules.  A fairgrounds authority or transit agency, for example, can usually do what it wants with its properties regardless of the local billboard code.  This creates an opportunity as cash funded public agencies look to raise money by leasing space for billboards.
