Do You Build Because You Can?

An article in the Opelika-Auburn, AL news site oanow.com raises an interesting questions.  Here is the background.

It seems residents of the greater Auburn area have been very outspoken about the construction of two new billboards, being built by a local developer.  Each board is being built in close proximity to upper income developments, Donahue Ridge and Camden Ridge.

Although the city and county have heard complaints about the billboards, there is nothing either can do to stop construction as the land is in unincorporated Lee County.  In Alabama the county has no jurisdiction over billboards  because it hasn’t been given the ability to regulate by state lawmakers.  The article does not say if the developer has a state permit for the sites, but given the neighborhood concern, Insider is assuming they do.

Now for why this article was of interest to Insider.  New South Outdoor, owned by Neil Bell was the company originally constructing the signs, but it backed out of the project when the staff began hearing complaints by surrounding residents. New South has a strong presence in Auburn, Opelika and Montgomery and Neil Bell has been a contributor to Insider.

So Insider asks the question, Do you build because you can? In this case there is a developer that apparently has a permitted location to erect two structures.  On the opposing side is an Outdoor company that chose to not move forward at the same sites because of concerns from and proximity to nearby neighborhoods.  We all know it makes sense to build new sites to create value, but is it always good business?
